NGT orders fresh survey of realty projects in NCR

On the basis of an earlier round of inspections done by local commissioners appointed by the NGT, a composite list of builders has already been prepared.

 The National Green Tribunal (NGT) has ordered fresh inspections at all major building sites across Delhi-NCR, including Noida, Greater Noida, Ghaziabad and Gurgaon, to check groundwater extraction. A bench, headed by justice UD Salvi, issued the order on Tuesday and asked the Central Ground Water Authority (CGWA) to oversee the inspections, while hearing an ongoing case on exploitation of groundwater by builders in the region.

"The inspecting teams shall be headed by CGWA, who shall constitute three teams of senior officers drawn from each of the respective authority i.e., CGWA, CPCB (Central Pollution Control Board), DPCC (Delhi Pollution Control Committee), UPPCB (UP Pollution Control Board, HPCB (Haryana Pollution Control Board), Noida Authority, Greater Noida Authority, Huda and Yamuna Expressway Development Authority," the order read. These teams shall visit all major construction projects in their respective state, inspect the projects and give answers to the queries by the NGT on the source of water for the projects. The inspection reports shall be published on the website of CGWA.

On the basis of an earlier round of inspections done by local commissioners appointed by the NGT, a composite list of builders has already been prepared. Replies on the questions of water usage and source of water have been sought within a week from 24 builders.

The court also issued bailable warrants worth Rs 20,000 under Section 19(4) of the NGT Act, 2010 against three developers for not sending any representative for the hearing on Tuesday and, to "secure their presence in the next hearing".

The next date of hearing is on January 5, 2016.
